revert: restore onnxruntime, keep openvino bump

Reverting onnxruntime-openvino consolidation - onnxruntime is used with multiple execution providers (CUDA, TensorRT, MIGraphX, CPU) and cannot be replaced wholesale with the openvino-specific wheel.
fix: replace openvino + onnxruntime with onnxruntime-openvino 1.24.*
