fascinate722 61bfe090c7 Add zh-Hant (Traditional Chinese) translations for config/global.json (Wave 3b)

Coverage: 1% → 100% (+786 keys translated, including +22 manual fills for
technical labels — detector names, protocol names — kept in English form
per i18n convention).

This is the global Frigate configuration UI file covering: go2rtc, MQTT,
TLS, FFmpeg, ONVIF, motion detection, audio detection/transcription,
birdseye, detectors (CPU/EdgeTPU/Hailo/MemryX/ONNX/OpenVINO/RKNN/Synaptics/
Teflon/TensorRT/ZMQ/DeepStack/DeGirum), and global object/recording/snapshot
settings.

Translation pipeline same as #23224 / #23225 / #23226 / #23227 / #23228
(OpenCC s2twp + Taiwan MS-style dictionary + manual review). No new
dictionary patches needed — all existing patches caught the issues in
this file.

This is the Frigate frontend which connects to and provides a User Interface to the Python backend.

Web Development

Installing Web Dependencies Via NPM

Within /web, run:

npm install

Running development frontend

Within /web, run:

PROXY_HOST=<ip_address:port> npm run dev

The Proxy Host can point to your existing Frigate instance. Otherwise defaults to localhost:5000 if running Frigate on the same machine.
